Reminds me a lot of &lt;em&gt;Mage: The Ascension&lt;/em&gt; from the oWoD (old World of Darkness). In it, magick was difficult to use because most people did not believe it existed. Depending on the cultural context of where it was used, the caster would incur points of Paradox for messing with the basic principles of reality. Once there was mass acceptance of magic existing, this was no longer the case.</description>
