Another Konori lover, I approve! Not only because of Ueda Kana's deliciousness, but also because she's a pretty awesome character herself.

I'm not sure if it had to do with mass. If that was the case, Kuroko wouldn't be able to teleport Uiharu (who's probably more or less the same size as her) outside. I reckon it may have more to do with how teleportation works - as a very brief and horrible explanation on my part, calculations involving spatial awareness and coordinates/locations of objects in space/dimension etc. (That's the impression I get from how some other teleporters in Academy City use their abilities anyway). Kuroko probably hasn't had sufficient training yet to reach that level where she's confident enough to focus on her own body's coordinates and not mess up while using her ability. As Zyl mentioned, it may have to do with her mental limitations too. One of the mentioned weaknesses of teleporters is based on their mental state - if they lack the mental soundness and confidence to use their ability, or experience overwhelming sensations (e.g. intense pain) that affect their concentration, there will be negative effects on the body when the ability is activated or worse, the ability will not work. This weakness can be dealt with through practice and improvement of powers, which in turn leads to level upgrading. Is it possible that loli Kuroko in this episode is currently a Level 3?

But uh, anyway. I also think Kuroko didn't teleport the robber due to the safety of the people outside and letting him escape. Knowing her, maybe she unconsciously wanted to clean up the mess she created in the first place?

Not sure if her teleport limitation at that time had more to do with mass; I leaning more towards the self/other distinction as a (mental) limitation she had yet to overcome.
