He is partly responsible for her diverse creativity in using her powers after all. I'd like to think he was the one who made Mikoto come up with the idea of using iron sand as bladed weapons for example, even though that may not be the case in the first place. Regarding Uiharu's Level, my awful memory can't seem to recall where it was mentioned in the manga that she is a Level 2.
