Summary:
Observing via video surveillance, I saw that Kiyama-sensei car's had stopped at the Anti-Skills roadblock. Just as Oneesama arrived on the scene, Kiyama revealed herself as an Ability user and proceeded to wipe out the Anti-Skills. Although she has no record of Ability development, she appeared to be able to use more than one Ability even though this should be impossible. She surprised Oneesama with her use of multiple skills at the same time, drawing on 10,000 brains; negating her electrical attack and then bringing down a major section of the elevated highway. In duel of words, Kiyama said that those running Academy City are concealing the dangers behind the development of the Abilities. After blocking Oneesama's iron sand attack, Kiyama launched multiple aluminum cans as graviton bombs and got past Oneesama's defence by teleporting one behind her. All seemed lost but Oneesama's feint succeeded and she managed to surprise Kiyama with a zero distance electrical attack.
The direct electrical contract caused Kiyama's memories to flow into Oneesama; Kiyama had been a researcher whose young charges, Child Errors, had been sacrificed for evolution of science. It was an AIM diffusion field experiment to simulate out of control Abilities, the children are still asleep and Kiyama is trying to find a way to save them. Kiyama had made 23 requests to use the Tree Diagram super-computer to simulate the incident but was refused and the Anti-Skills did not take any action against the researchers. The Level Upper network went berserk, Kiyama collapsed, unleashing a monstrous fetus.

Again Keiri covers the main meat of what was outstanding about this episode:
the Anime’s interpretation of Kiyama’s back story was even better than the manga version.
As an aside, short hair really does not suit Kiyama-sensei that well though a smile and blush were very fine indeed. Hopefully when Oneesama sorts her out, she'll be able to do both again.
A most excellent episode, even if I had minimal screentime, with good examples of Oneesama fighting, not just with raw power, but intelligently and gracefully as my Oneesama would. It seems that, despite all my admonishments about leaving crimefighting to Judgment, her recent entanglements with various criminals and a certain mysterious opponent have increased her repertoire and versatility.
